Dr Paweł Kowalski is an attorney-at-law (Polish: radca prawny), entered on the register of the Warsaw Bar Association of Attorneys-at-Law under number WA-10978. He has practised the profession since 2014, and since December 2019 through his own sole-practitioner law firm (Kancelaria Prawna Radca Prawny Paweł Kowalski). He holds a doctorate in legal sciences (SWPS University, 2013) and a master's degree in law (Lazarski University, 2004).
Academic position
He is an assistant professor at the Faculty of Law, SWPS University (Warsaw), in the Department of Public and International Law, where he has taught since 2008. His courses include AI Law (Prawo sztucznej inteligencji) and Global Laws on Artificial Intelligence.
Functions in the professional self-government
Since March 2025, he has served as Plenipotentiary of the President of the National Bar Council of Attorneys-at-Law (Krajowa Rada Radców Prawnych, KRRP) for New Technologies, appointed by KRRP President Włodzimierz Chróścik under § 49(3) of the Rules of Operation of the self-government of attorneys-at-law. The function covers monitoring legal-technology developments, training and standard-setting, representing the KRRP at conferences, and cooperation with technology companies and universities.
He is a co-author of the 2025 Recommendations of the National Bar of Attorneys-at-Law (Krajowa Izba Radców Prawnych, KIRP) on the use of AI-based tools by attorneys-at-law, prepared on behalf of the self-government, with outside lawyers also taking part in the work. English names of the profession and its self-government bodies follow the official translation adopted by resolution No. 102/X/2018 of the National Bar Council of Attorneys-at-Law of 21–22 September 2018.
LuminAI Institute
Training and educational programmes on artificial intelligence for lawyers, public administration, and company management boards are delivered through LuminAI Institute sp. z o.o. (a Polish limited-liability company), which he founded and where he serves as President of the Management Board. Commercial training sales and registration for open courses are handled exclusively by LuminAI Institute, not through this website or his law firm.
Publications
He is the author or co-author of over twenty scholarly and expert publications on the law of new technologies, medical law, and human rights, including a chapter in the System Prawa Medycznego (C.H. Beck) and the Polish national report in The Oxford Compendium of National Legal Responses to Covid-19 (Oxford University Press).
